In his 17-year career, Mr. Barbagallo has served both public- and private-sector clients with a wide range of environmental projects. He has led and directed projects focused on the design and construction of municipal facilities; site investigations and characterization; stormwater management; water supply and treatment; wastewater collection and disposal; and solid waste transfer stations and landfill design, evaluation and closure. Mr. Barbagallo has led numerous site investigations to assess opportunities for development and redevelopment and has provided technical support to develop parks and recreational facilities. Core competencies include civil, geotechnical, and environmental engineering applied to the planning, permitting, design and construction of both small and large facilities nationwide.

Town Engineering Services
Town of Pound Ridge, NY
Our role as Town Engineer for the Town of Pound Ridge is comprehensive and utilizes resources from disciplines across the firm. We help the Planning Board and Water Control Commission understand the environmental impacts and engineering requirements associated with all development within the town, and guide applicants and their professional consultants toward low-impact development solutions. We lead all town engineering projects from conception through permitting, design and construction, including a new recycling center for residents, a new recreational park, flooding analyses, water quality enhancement, and the development of environmental regulations that are focused on minimizing the impact of development.

Ginsburg Development Corporation
For this private developer, we are delivering the engineering associated with water supply and sewage for a 300-lot subdivision. Our work includes identifying the environmental impacts of the proposed development related to water and wastewater infrastructure as required for permitting; defining any mitigation required to minimize environmental impacts; and designing the water supply and wastewater collection and disposal systems that will serve this premier development.

We have been advising a private landowner and counsel on the technical issues related to the development of remediation plans to remove solid wastes and other materials deposited on the property by others as part of the historic adjoining landfill operations. This work is being completed as part of a Record of Decision between the state and the adjoining landowner.

We were called in to assist in defining the nature and extent of potentially contaminated materials unexpectedly identified as part of ongoing construction activity. Our quick response and comprehensive approach to the fast-tracked assignment resolved the issue quickly and to the satisfaction of the University; avoiding construction delays and long-term environmental liabilities.
