Glenn Almquist - Senior Vice President, Energy Market

Mr. Almquist has 30 years of experience working on multidisciplinary projects. His expertise ranges from research and development investigations to managing assignments for industrial, municipal, and development clients. His most recent experience has focused on energy projects and serving as principal-in-charge of land development and commercial/industrial permitting projects, often involving preparation of air permit applications for a variety of minor and major sources of air pollutants, including air toxics sources. He has managed projects requiring both state and federal permits or approvals requiring air quality, water quality, wetlands, visual, and soil impact assessments, often addressing pollutant impacts to aquatic and terrestrial flora, fauna, and human health.

Why I Do What I Do
I have spent the majority of my consulting career focusing on development of industrial and commercial facilities. My educational background in the sciences and the research work I did early in my career have helped me develop a process for evaluating complicated development projects involving multiple media or regulatory processes. I have yet to find a project I didn’t like, but those I enjoy most are the unusual, complicated projects that involve large multidisciplinary teams of professionals, and if it has an aquatic component, all the better.

Project Highlights 

Safe Harbor Energy
Atlantic Sea Island Group, NY

The Atlantic Sea Island Group (ASIG) is developing an LNG receiving, storage, and gasification project on the outer continental shelf, 13.5 miles south of Long Beach, Long Island, NY. The project involves creation of an 85 acre island in a relatively shallow area of the ocean where water depths range from 60 to 70 ft. Once completed, the project will be capable of delivering up to 2 billion cubic feet of natural gas into the NY regional market. Woodard & Curran is working as ASIG’s Director of Environmental Affairs, representing the Client’s interest and providing guidance, technical review, and public outreach support for the project. Extensive coordination within the project team is necessary, as well as communicating with the regulatory agencies involved in oversight of the project.

Power Plant Expansion Assessment
Confidential Energy Client, Northeast
Our client is considering expanding an existing natural gas fired combined cycle power plant by adding one gas and one steam turbine to increase the capacity of the plant to 260 MW. Woodard & Curran is evaluating the feasibility of expanding the plant by analyzing permitting requirements and the potential challenges of meeting environmental standards. We also evaluated water supply and wastewater discharge issues, electrical and natural gas interconnect options, researched property ownership, provided a site constraints plan, visual rendering of a new plant, and a list of federal, state, and local regulatory requirements.

Environmental Support Services
Synagro Northeast, CT & RI
Synagro Northeast operates a municipal sewage sludge thermal processing facility in Waterbury and New Haven, CT and Woonsocket RI. Woodard & Curran has provided a host of services to this client including design, manufacture and installation of the RI facility’s electrical process control system, electrical controls emergency repair services, air dispersion modeling services, spill prevention control and countermeasure plans, Title V air permit renewal, development of air emissions monitoring plans, development of Operations and Maintenance Plans, and oversight of emissions testing at all three facilities.

Stormwater System Design, Wetland Assessment, and Permitting
Schnitzer Steel Industries, NH

Schnitzer Steel Industries (SSI) is one of the nation’s largest recyclers of ferrous metals, a leading recycler of used auto parts through its chain of Pick-N-Pull self service auto parts stores, and a manufacturer of finished steel products. Environmental stewardship is important to this client and because of the nature of their business stormwater management is a high priority.  Woodard & Curran was hired to design stormwater systems for two SSI facilities in New Hampshire. This work includes wetlands and topographic surveys and creative stormwater system designs that satisfy the high standards that SSI imposes on itself and its consultants. Woodard & Curran will also be helping SSI incorporate newly created wetlands into the stormwater system design.
